The provisions of Ihe Tost and Telegraph ict relating to appeals by officers of the Department' are extended by an aniemliug clause adopted by the House of .Representatives .yesierday. 'J'he new appeal I'hmso is a.; follows: — "livery officer of the Department shall have Ihe right of appeal (o Ihe Post and Telegraph .Appeal Board against—'

"(ii) Any deurunuiilion of his superior officers relative to his classification, grade, salary, or promotion, including any determination relating to the grading or relative rate of progress of such officer in any classification list prepared pursuant to this Act or any regulations thereunder; and for the purposes of this subsection any appointment made by the Public .Service Commissioner under any of <ne provisions of section U of this Act Khali he deemed to he a determination of a superior officer relative to tko classilication or salary of any officer considering himself entitled to such appointment:

"(b) Any fine exceeding and any reduction of salary, reduction in grado or class, o r dismissal, whether upon an viquiry held pursuant to .this Act or any regulations thereunder or oUier'J'his provision is not retrospective. Appeals arising before the passing of the Act are to he heard under the old rules.
