COMMENT BY A NEWSPAPER. London, October 25. The "Daily Express" says that the revised estimates of the Ministry of Shipping' show that the estimated deficiency for the current financial year cf a million and a half has been converted to a •profit of fifty-five millions. This has been accomplished by sa'.ling Govern-ment-owned ships, built or acquired during tho last three years, for more than double the price paid for them and by the trading of Government ships at extortionate freights while, charging an enormous price for the ships.
