Germany has sent a thonsand troops and many machine-guns to Flentlburg on Uie pretext of restoring order. The action is legal, because tho evacuation is not compulsory till the Treaty is operative, but probably it will influence the plebiscite in Schleswig. Tho Germans in Upper Silesia are conducting municipal elections, which under the Treaty must not bo held until the evacuation is eomif'.ete.
