THE RENT RESTRICTIONS
SOME REPEALS
The Statutes Repeal and Expiring Law.s Continuoaco Bill introduced yesterday re-enacted a number of statutes or portions of atntutes placed on the Statute Book in the first instance to meot war conditions, and now required to meet tho >aaino condition's remaining aften 'iho war. Other measures or portions of measures for which the need no longer exists aro repealed.
The sections of tho Land Laws Amendment" ict, 191-1. investing the Minister of Lands with tho power to give Crown tenants exemption irom the conditions of their leases regarding cropping and with the power to postpono the payment of rent 011 pastoral runs and grazing runs is to continue.
'l'hq scries of provisions for tho protection of tenants of dwelling-houses con. tained in the War legislation Amendment Act, 191S, which restrains landlords from raising rent, the War Legislation Act, 1917, Part IV, which deals with tho valuation of property for tho same purposo. and the War Legislation and Statute Law Amendment Act, 1918, which restrains landlords from evicting soldier tenants'or the dependants of soldiers are re-enacted for a further period. The clause of tho Finance Act, 1917, giving power to trustees to raise money 011 the security of trust estate*, for in- ; vestment in war loan is extended. This, in common with all she abovo re-onact-ments, is to remain in force until August 31, 1920. Tho complete Acts repealed are:—Tho War Contributions Validation Act, 1914; the War liisk Insurance Act. 191-1; th'o Trading with tho Enemy Act, 191-1; file Expeditionary Forces A'oting Act, 1911 (No. 2), and the Trading with the Enemy Amendment Act, 1915. Section 5 of tho Alien Enemy Tcacheni Act, 1915, limiting the duration of tlio measure to the continuance of tho war with Germany, is repealed, so that tfte measure remains on the Statute Book, lo become operative in tho event ot another war bieaking out. Section 25 of tho Finance Act 1918, modifying tho provisions of the Companies Act, 1908, regarding tho registration of mortgages against a company owing to the existence of war conditions is also repealed. In addition to the extensions enumerated 'aljow the duration of section 32 of tho Appropriation Act, 1916, tuidor which the import duty on wheat and flour might be increased by Order-in-Council if the Board of Trado reported that unfair competition was being carried on in New Zealand by the importers, has been extended to twelve, months after tho war, instead of six months as previously provided.
