Professor Keith, cleric of the Imperial Conferences; says that the statement in the New Zealand Parliament that an Imperial Order-in-C'ouneil will he necesrary to enable New Zealand to legislate for Samoa shows a fundamental change in the status of the t Dominions as the result of the Peace' Conference . which is not yet realised. New Zealand holds Samoa as a. mandatory of the League of Nations, of wihich she is an original member, and not as a British colony midel- an Imperial grant.' Professor Keith expresses the hope that the Government is _ considering other complex problems arising from the new status, because the effective maintenance-of the Imperial unity depends upon their just solution-Aus.-N.55.
