STOLEN LUGGAGE
TRAMCAB THIEVES. During the past few months the Tramways Department of the City Council has been -mulcted in a considerable amount of money on account of luggage stolen from : the rear-platform of tramcars. "- In ■ one instance a passenger intending to depart "by a certain train, found his portmanteau -missing at the end of his journoy, ani tho council had to ■ oomponsate him to the tune of .£3O. On another occasion a University professor had his bag "pluoked" by a thief, nnd £25 had to be paid out , on. its account." Tho position respecting luggage carried on tramways is that tne City Council charges 3d." per package .for "carriage. It may be argued that the conductors should keep a sharper look-out for luggage thieves, but owing to tho nature of their business they cannot always be on the rear platform, and, in any case, cannot be expected to know, when they see' a bag or portmanteau lifted that it is not the property of the person who is taking it off the platform. - Tho matter has given the Tramways Committee somo concern, rind the oommittep has decided that the maximum liability to be accepted for the future on account of stolen luggage shall bo £5. The check system has been suggested, but it has bean argued that a person may pay the 3d., and; get a check slip (to be presented ■ when the luggage is .lifted), deposit a worthless bag, and march off with an obviously good one. As there is a mild epidemic of such thefts people are asked to keep as. sharp a look-out on their own property as they can during the journey, particularly at stopping-places.
