COMPLAINTS AGAINST THE AMEEICANS. Berlin, Ootobor 7. The Government, in a verbal Note to Switzerland, accuses Americans of inhuman treatment of German prisoners ot war. The prisoners' pay was 20 con-' times. They were subjected to dangerous labour, and if they refused wore placed under isolated arrest for six weeks, on bread and water, and complaints were prohibited—Aus.-N.Z. Cable Assn.
