VON DER GOLTZ IN THE BALTIC
PROCLAMATION OF RECALL

The Government, in a proclamation to the German troops in the Baltic States, emphasises the fact that the Entente's ultimatum proposed a further advance into German territory, including the occupation of Frankfort and the Ruhr district. "All this if; due to the crim. inal obstinacy of the German Baltic volunteers remaining in a foreign country in spito of the Government's orders. The disobedienco'of a few thousand soldiers is imperilling the lives of sixty million people." ' It concludcs by ordering tlio evacuation before the end of the month, lest the enemy revive the weapon of the blockade which has wrought deadlier havoc in the German ranks than any other.
