It was designed as an-offensive and defensive alliance for the protection and advancement of the interests of tho members of the unions concerned. It was a natural and inevitable development of trade unionism, following on the massing of capital into great corporations. In eyfiij sphere of commerce iwl finance—in shipping, -browing, 'coal-milting, . banking —the. movemcint towards consolidation during' tho yenrs preceding the war was irresistible. It was the operation oi an economic law. The. answer of Labour took the same form—tho - .pooling of forco3. The Triple Alliance was tho expression of the unity of Labour as again6t the unity-of Capital. -Its.object was'to'pl'eveilt defeat in 'detail by mobilising all its powers of offence or defence on 1 a--given situation.- With the birth of the Triple Alliance it is obvious that a new factor of incalculable magnitude has coino into public affairs. Acting together, the miners, railway workers, and transport workers can by mere passivity bring the whole machinery of life to a'standstill. Force has no terrors for them. Tho only effective restrain is the fact that' they will be the 'worst sufferers from any ill-judged - action which lin--1 perils the general well-being of the nation." ■
