» , SOME NEW PROVISIONS PROTECTION FOR MOTOR-OWNERS Several amendments to the Police Offences Act are contained in the amending Bill just' circulated. A new clauso states: "Every person commits an offence and is liable on summary conviction before a Magistrate lo imprisonment for a term not exebedinf threo months or to a fine not exceeding ,£IOO who incites, enoourage3 or procures disorder, violence, qr lawlessness.' "Provision for dealing with those persons who "borrow" motor-ears or, other vehicles without authority is included in a clauso which authorises a lino of .£lO or imprisonment for not more than two. months for any person who "unlawfully and without colour of right, but not so as to bo guilty of the theft thereof within the meaning of ;he Crimes Act, takea or converts to his use or the use of any other person any horse or any motor-car or other vehicle or carriage of any description or any launch, yacht, boa" or other .vessel." The issuing, distribution, or public exhibition of any document, intended or likely to lie accepted as an official document is mado an offence punishable by a fine not exceeding J220. The unauthorised wearing of &ny military decoration, including in the term any medal, cla6p, badge, ribbon, stripe, emblem or decoration 69 noarly resembling a military decoration as to be calculated to deceive is to be mado an offence/punishable by a fine not exceeding JC2O, or to imprisonment for a term not exceeding three months. The unauthorised supply ol any such decorations is to be made liable to the same penalty, in all prosecutions the onus of proving his right to wear a decoration rests upon the person accused. Ordinary regimental badges, or any ornaments representing them aro specifically excluded from the penal clause..
