A reporter interviewed a number of shipping 1 and business-men to-day on tho allegations made by Mr. Young, secretary of the Seamen's -Union, against Napier steamers concerning the loading and handling of benzine. The steamer* in question, the Koutonui and Kiritona, are stated to be insulated, therefore the bulkheads must be airtight and not open at the bottom, as Mr., Young alleges. The opinion generally expressed was- that any damage to the'tins was'due to rough handling by the waterside workers, who ridicule requests to, be more . careful. Fatal accidents are generally due to this cause. ' .. THE QUESTiON~OF REGULATIONS. The carriage of benzine was mentioned in the House of Representatives yesterday, afternoon. Mr. P. 'Eraser (Wellington Central) asked the Minister of Marine if, in view of the disaster to the Tainui,. he would undertake to bring down regulations that would safeguard the lives of the men'engaged in handling benzine cargoes. The Hon. W. H. Herries said the burning of the Tainui would be investigated judicially and ho would not comment on the matter. Investigations were being made in the meantime with regard to the statement made by the secretary of the Seamen's Federation concerning other ships.- The whole matter was under review. ' ' . Mr, T. M. Wilford (Hutt) asked . the indulgence of the House to make a statement as ex-Minister of Marine. He. in September, 1918,' he had been a9ked by tho waterside workers and others to bring down regulations dealing with the handling of benzine. Previously there had been no special regulations. He 'had the" present regulations gazetted in December, 191S, and up to the time of the recent accident he had not heard a suggestion that they were not effective or that they were not properly enforced. There'had been no waste of time in the matter and no failure on the part of the Government to take all tho precautions suggested by the experts. The Hon. G. W. Russell said ho bad been Minister of Marine for nine months some time ago and the matter of bouzmo cargoes had come before, him. He had an impression that some at least of the trouble was due to rough and careless handling of the cargo. The tins, were not as strong as they had been in prewar days, and if the, cases were thrown about roughly leaks were apt to occur. He suggested that any amending regulations should cover this point.
