Viscount Hflldane, in a spceeh at Manchester. foreshadowed tho end of party government, anil tho rise of the group system. He considered an early dissolution to be improbable, but if a dissolution occurred it was likely tho coalition would be succeeded by a Government under a leadership of great skill and commanding purpose, not dependent on party. Viscount Hnldnne also urged the recasting of tho Cabinet system and the substitution of a woll-organised body, larger than the present War Cabinet. He suggested' the. complete recasting of the larger Departments of State.—Aus.-N.Z. Cable Assn.
