GERMAN TROOPS IN BALTIC PROVINCES
A MILITARY AND POLITICAL • DANGER. Paris, September ID. A report by General Gough,. read, before the Supreme Council, says that tha presence of Germans Lroops _in the Baltic provinces is dangerous, militarily and politically, 'l'hey were making the provinces a basis for intervention in Russia. General Gough is of -opinion that the Government can, if it desires, secure the obedience of the troops ana recall von der Goltz's army.—Renter.
