.EX-ATTACHE TALKS. (Rec. September 14, 5.5 p.m.) Washington, September 12. Mr William Bullitt, jx-Attache on theUnited States Peace Commission, has disclosed the fact that he was sent on a secret mission to Russia before the Prin kipo Conference was proposed. Lenin of fered favourable terms of peace with the Mlies, but M. Cleinenceau refused to ne eotiate, and spoiled the opportunity at Prinkipo. ~ Mr. Bullitt's repor, was never published. He testified before the Senate loreign Relations-Committee that he and Mr. Lonsing had a conference in Paris last May, in which Mr. Lansing col* demned parts of the Peace Ireaty as "thoroughly bad, particularly those dealing, with Shanturg and the League of Nations. According to Mr. Bullitt, Mr. Lansing said: "I consider that the League of Nations is at present useless. Iho Powers have arranged the world to suit themselves, and the League is able to do nothing to alter the imjufitness of the Treaty except by unanimous consent. Members of the League representing the Great Powers will not give their consent to changes to tho interests of the weaker peoples. If the' United States Senate and pef'le understood Hie reel of the Treaty it would unquestionably be defeated."
