SUGGESTED CY-LAWIi, The following letter has been sent to tho By-laws Committee of the City Council on behalf ot' the Wellington Master Painters' Association and the Wellington Painters and Decorators' Union of Workers:— "In the appointment of inspectors for the purpose of inspecting the interior of dwellings we request that the chief inspector ftt least should be a practical painter and paperhanger. The powers of inspectors should include the authority to order and insist upon the fumigation of dwelliiifs or rooms where m nit inspector's opinion such fumigation was necessary. In the repapering of dwellings, no Mom should be repaperoil which has more than four papers on at the timo of repapering. All such rooms, staircases, or halls should liavo the old paper stripped from I;he walls or ceilings before they are recovered; provided that if In the opinion of the Chief Inspector the room is in a clean and sanitary condition, it will not bo nocpssitry to strip the old papers oif. Tlie inspector should have the jxvwer to order any woodwork in the interior or any dwelling to be repainted which in his opinion k in nil insanitary condition.
