The House of Representatives mot nt 2.30 p.m. Mr. V. H. Reed (Bay of Islands) gave notice of the Hospital and Clinritablo Institutions Amendment Bill-No; 2.- I Sir. E, M'Callum (Wairau) gave notice of the State Control of Licenses Act. FIRST READINGS. The following Bills were introduced and read a first time:—Popular Initiativo mid Referendum Bill (Mr- M'Combs), Legislature Amendment Bill v (Mr. M'Combs), Wellington City Abattoir Charges and Renewal Fund Bill (Mr. Luke), Patea Harbour Amendment Bill /Mr. Pearce). . , , , Mr. J. M'COMBS (Lyttelton), introducing tlie Legislative Amendment Bill, said that it proposed the introduction of proportional representation and the abolition of the country quota. ■\ta J. P. LUKE (Wellington North), introducing the Wellington City Abattoir Charges and Renewal Fund Bill, explained the reasons for tho introduction «f the Bill. The reasons are well enough known in Wellington City, having been tho subject of freqiftnt discussion and some litigation. COST-OF LIVING. ■Tli* Board of Trade Bill was introduced bv Governor-General's Message. The PRIME MINISTER said t'mt tho Bill was really the measure drafted by the instruction of tho Hon. W. D. S. MacDoiwld when he was in charge of the Board of Trade. There had boon a generally-expressed wish that ho should take over tho Bill, and he had done so —(hear, hear)—adding two or three clauses. He asked the House to assist in making the Bill as perfect as possible. Tho Bill'was read a first time.
