All vital questions upon which common 'action, is necessary shall he submitted to a combined mooting of affilioted unions for consideration. Tho action' then proposed' shall bo submitted to- a vote..of an urgent special meeting of each affiliated' union. The decision of the majority 'of affiliated unions voting shall bo binding on tho federation and all parties concerned. "20: It shall;bo the duty of' tho federation to establish uniform-working hours and conditions of employment lot all branches of tlio building industry. In this respect-every effort shall be made to shorten the working day and improve the working conditions,' "21. When a dispute has' arisen between any affiliated union of the building industry and the'employers in the industry, the federation shall constitute itself into a council of -administration, ana shall''supervise the progress of events, should tho matter in dispute affocfc tin, common interest, tho federation shall tako tml control, and, with the co-operation of the unions affected, ondeavour to briirnbout ■ a satisfactory settlement.
