London, September 1. A correspondent of '".I he Times" writes from Sosnowico that though the Allied Commission has bejrun an inquiry into tho insurrection in Upper Silesia, the Germans continue to. terrorise tbo colliery centres. Troops indulge in bursts of machine-gun firo in the streets; and people are compelled to use passports at night, otherwise they are shot. The Germans, to justify the recent outrages, allege that the insurgents provoked the .troops by connnitting numerous atrocit,ies. The Polish military authorities declare that the evidence regarding ' the alleged atrocities is manufactured. If any were committed, they were nothing compared with the horrors of which the Germans were guilt}'. Tho coiTcs'pondont supports the Polish denial, and etates that ho personally investigated over fifty cases of murder and brutality/ An example is that of one of tho insurgents whose arms were tied to tho stirrups of two cavalrymen. The horses were spurred into a gallop, until the victims' arms were torn out of their socket?/ ■ . Tho Allied Commission is at present taking only the evidence of Germans. It has not yet inspired confidence, and the people view the Inquiry with pessimism, but remain quiet, awaiting , result , ;. The German tyranny is not ■ likely 1? en*9 unless Allied troops are eent toC Silesia. A speedy occupation is desirable, also, in order to strengthen President Paderewski'a hands at Warsaw. Deputations have interviewed Paderewski and Pilfliidski, to demand Polish intervention in Up-pir Silesia, but M. Paderewski replied that it was intended to «ive Germany the excuse she desired. Otherwise he would use every means to prevent further ill-treatment of the Poled. Hfi honed the Allies would at the earliest moment ratify ,fhe Treaty, and show the Pole? they ww not claying Germany's game.—"The Times."
