———9 INDEPENDENCE THREATENED BY CONSORTIUM. JAPAN'S RIGHT OF PRIORITY (Rec. August 30. 5.5 p.m.) _ Now York, August: £9. The New York "Times" Washington correspondent, states that according to advices from Tokio, Mr. Yoko Hama.guchi, president of a prominent Japanese Bank, has issued a statement that a financial consortium will . not only threaten the independence of China, but will mean her death. "It is not advisable that Japan should participate in joint loans at tbo cost of our right, of priority already acquired in China," he says. "Wo must seizo the opportunity for; promoting .the common interests of China and Japan for tho sake of peace of tho Far East." Mr. Ilamagtichi added : "England wants railroads built in Southern China. Japan wants railways in Northern China.
