Lawi y'ers, physicians and professional meu of all description are to be brought to t gcther in this organisation together with f mechanics, labourers, waiters and the r like. It will be .their duty to patrol their various assignments and report j suspicious circumstances to the zone capI tains, who in turn will send theso reports to those higher in authority. J It is said that no effort will be made to use this organisation for the detection of crime and the operatives will not be \ required to make arrests, lit fact, it will be the object of the police to keep the identity of these agents secret.
