FILLING OF THE VACANCIES. Generally when there are vacancies iu the Ministry there are rumours as to who tho likely members are for promotion. At present, when there are quite a number of possible vacancies, aud at least two certain vacancies, there is not u suggestion as to who the appointees are to be, Apparently the Prime Minister has kep; his mind open on this matter, and he will be prepared to listen to suggestions from members of ins party. 'A few weeks ago it was quito commonly said that the Keforni Party would not unite again undo/ the leadership of Mr. Massey. The position now seems to lie that members aro ready, enough to follow Mr. Mnssey, but that sume of them say that they cannot any. '■ longer follow his colleagues. Theso will be the members who will ask Mr. Massoy to go on with tho reconstruction of his Ministry at once, to accept the .resignations of certain of his colleagues, and to fill the vacancies. Possibly all tho Ministers will hand in their resignations, allowing Mr. nnd the party free choice in remaking the Government,.
