THE "LOWER DECK"
INITIATION OF NEW SCHEME. No time is being lost by the Australian lmval authorities in carrying out the decision of tho Naval Board that a committee of representatives of what is colloquially known as the "lower l deck"' should be constituted to consider questions relating to the general welfare of the ships' companies. For the convenience of representation (says the Sydney "Daily Telegraph"), the various branches ot petty officers and other ratings have been grouped, and .each group will hold a meeting for general discussion pf matters affecting tho welfare of the ship's company. The meeting will also bo nsked to elect two members to represent the group upon tho advisory council that is being constituted to discuss representations as to servica conditions in respect of, promotions, accommodation, messing, and canteen arrangements, deferred pny, uniform and, olothing arrangements, the term 9 of engagement, pay allowance, and all similar matters which affect the general interests of tho service.
