"Third, the Bolslieviki resorted to a wholesale' - repudiation of .the debt of llussia.

"Fourth, the Bolslieviki disregarded the rights of property, have been engaged in an attempt to establish a soviet government, and have succeeded ill establishing anarchy in a section of Russia surrounding Petrograd. ' * "Fifth, supporters and apologists of the Bolslieviki have been engaged in a propaganda in- the United States ' iu which they have shown not only lack of sympathy, but unconcealed Contempt, fo"r American institutions, and have denounced our form of government g's a plutocracy, scoffing the idea that it is'a democracy.
