ORIGIN' OP THE TROUBLE. London, August 12. A Wliito Paper shows that tho Afghan trouble arose through India being partially denuded of troops and through rapid concentration being hampered by tho defection of the frontier militia ana the' threat of rebellion at Peshawar. Tho Viceroy replies to exaggerated reports of cholera 011 tho north-west frontier, and says the news of the outbreak was purposely not published iu the Press for military reasons, inasmuch as it would have encouraged the Afghan moral and discouraged recruitment in India.
