Between 9 and 10 last night it was brought to tho notice of Sergeant London that two men wero operating the trick known as "ringing the changes." Sergeant'Lopdell took charge of the matter. and shortly after 6aw the men attempting tho swindle on a Chinaman named Sing On Tie. Ho arrested them, but after a violent struggle ono escaped. He was recaptured by Constablo Frost, who was close at hand. On arrival at tho station ono of the prisoners was found to bo in possession of an automatic revolver. A postcard was recently delivered to an Oxford resident which was posted in Heading on July 26, 1906. The card contains a request to tho addresseo to aavo some .fish for tho sender. Thirteen years for 31 milos mu6t surely bo n record oven for tho post offico. Tho postcard boro a halfpenny stamp, and in tho Interval betweon postage and dolivery there had been a variation in tho postal ratos, and tho reoipiont had to pay a penny surcharge!
