Of Admiral von Holtzendorfr, he.says that, although incapable, ho was. promoted Chief of the, Admiralty Staff owing to his kinship with the Naval Cabinot Chief, von Muller, and to his relations with Herr Ballin. - William II is loaded with accusations by Admiral Foss. .Discussing tho expansion of the German Fleet, for instance, lie writes: "The Kaiser did everything in a superficial, playful dilettantis't way.
