•DISCLOSURFK BY A GERMAN ' '■■'• ADMIRAL'. ■ Theex-Kaiser is' termed "Germany's most dangerous enemy" in a brochure entitled "Revelations Regarding tlio Collapse," which the German Ronr-Admiral Foss has just published. Admiral Foss, who attracted attention (luring the war by his ; Chauvinist writings, accuses Admiral von Schcer of tactical mistakes in the Battle of Jutland, and says that he lacked energy. Of Admiral von Holtzendorfr, he.says that, although incapable, ho was. promoted Chief of the, Admiralty Staff owing to his kinship with the Naval Cabinot Chief, von Muller, and to his relations with Herr Ballin. - William II is loaded with accusations by Admiral Foss. .Discussing tho expansion of the German Fleet, for instance, lie writes: "The Kaiser did everything in a superficial, playful dilettantis't way. He let.a thing drop which he had at first taken up witli ardour, as after, a short time it lost interest for him, or 'ho no longer troubled himself about it if he camo : ,upon..hindrances which could not straightway bo surmounted. His conviction that ho understood everything went m> far that he oven took part in a competition for- drafting a plan for the con-' struction of an armoured cruiser initiated by the Imperial Marine Department." The admiral explains that the outbreak of war was caused, firstly, by the character of the German people; secondly, by the diameter of 111e Kaiser; and thirdly, hy.tlie Constitution,.,which placed too great powers in the hands of the Kaiser, lie further says that ho had since 1902 regarded the Kaiser as tho most dangerous enemy of Germany, and claims that he always professed this view by tongue and pen. It is remarked here that the fact thaiAdmiral Fos.= made known his antipathy to William II before now,. is heard for the first time.
