FEDERAL COUNCIL MEETS. (Rec. August 12, 0.55 p.m.)
Melbourne, August 12. After a meeting of the Federal Council of tho Seamen's Union, the president announced that 'the' council had decided upon concrete action, and had called a mass meeting of the seamen lor Wednesday morning. It is believed that the council intends to submit the terms of settlement agree'd lo by Hie recent interState conference.—Press Assn. NIAGARA HELD UP. Sydney, August 12. As'the articles of tlio crew of the Niagara expire here, the vessel's departure is- postponed indefinitely—Press Assn.
