President Wilson has sent to Congo-ess o. copy of the American draft of the League of Nations Covenant. The document shows wide differences from that which was adopted in Paris, especially in the provision dealing with tho freedom of the seas. It contains no referenco to the Monroe doctrine.—Aus.-N.Z.
