Hunt read the following report at yesterday's meelingof the Execulivo Council of the Central Chamber of-Com-merce relative to shipping delays and to the pilfering of cargo, lie reported thai .Mr. .Edwards hud wailed on the Harbour Board, whose officers had .stated that tho shipping delays wore due to the fact that the board had not the necessary, accorn. raodatiun. Expansion ami facilities such as tiio Pipiten Wharf and shed had h-ien delayed owing to war conditions. Had time's been nurmal that work wtusgj have been completed and furtuor undertaken. Other causes had been the spasmodic shipping conditions. At olio timo tho wharves would bo idlo and at other times it would bo impossible to keep up with tiio traffic. A return to normal conditions would bring about relief in that direction. The position in fSvdnoy was exact!* Hid same. Queu&s ii mile long were lint'an uncommon sight, Tho remedy was for an arrangement to bo made between merclianis and vhe shipping companies to ensure goods being se.'it to the wharf in reasonable quantities at a given time. In regard to pilfering or goods the matter was Three extra' polirib had reinforced tho staff on tho wharf. At the' discretion of. tho Harbour Board tho piteMforc closed at the timo tile-working men left tho wharf, and they could then only make their exist past the police authorities. ft was suggested that legislation be brought down preventing anv nin-son convicted of theft from being emploved on tho wharves in tho'future. That was already done in the case of Harbour Board employees, but ilid not apply generally.
