BASIS OP REPRESENTATION. London, August 2. The Amsterdam correspondent of the "Daily News" states that tho International Trade Union Congress has agreed that every 250,000 members shall entitle a country to a vote. Hithorto small countries have had tho satno voting power as Great Britain and the United States. Tho new system was only adopted after tho British and American delegates had threatened to withdraw. Tho alteration is duo to a proposal that each country should contribute a halfpenny per trade unionist per annum to the Congress funds.
