PUBLIC NOTICES. r WELLINGTON CITY CORPORATION. WELLINGTON CITY MILK SUPPLY BILL, 1919. (Local Bill.) :* MOTICE IS HEREBY GIVEN that it j is the intention of tho Wellington City Council to introduce in the next session of Parliament the Wellington , City Milk Supply Bill. The objects that the said Bill is intendj ed to eft'ect are:— [ 1. To_ confer additional powers on tho. ) Wellington City Corporation in rej lation to the inspection and control of the milk supply in tho City ami other matters. 2. To authorise the CouncS- to deal in milk and milk products and ice, and f to provide for cool storage of food- , stuffs, to buy and sell fodder for dairy ' cattle and dairy utensils, and to carry on business as a. dairy fanner. 3. For tho above purposes:— (a) ,To appoint managers, engineers, , agents, workmen, servants, and in--1 speetors, ! (b) To purchase, lease, or talte under the provisions of the Public Works Act, lfloß,_'or otherwise acquire any land required for the purposes of this Act, i and sell and dispose of tho same when no longer reouired, and to purchase i mid sell stock. ; (c) To construct, erect, leaso or purchase any buildings, plant, machinery, ' tramways, railway-sidings, and other fixed or movable appliances or works of any description, and sell or otherwise dispose of tho 6nme when no longer required. (d) To maintain and work all buildings and plant so erected. 4. For the above purposes and for advances to farmers supplying milk to | • the Corporation and for repaying to District Fund moneys provided for such -purposes by special loan by way of Special Order, and without taking tho steps described under Sections 8 > to l!i of tho Local Bodies Loans Act, 1913; 5. (U To give tlie Corporation the solo right to purchase milk from milk producers for consumption in the City. (2) To provide that no person shall sell milk without a license from the City 'Council-subject to this exception that milk may be sold for consumption on the premised without a license. (3) To provide that all licenses granted under the Milk Regulations of 191S shall enure for the purposes of tho Act. if ih force at the commencement i of the Act. C. To provide that tho Council may grant, reiuse, or revoke such licenses as it thinks fit, and on such conditions as it thinks fi£; and that any such licenso limy be limited to a-portion of tho City. 7. To provide , lliat person guilty of a breach of a license shall be guilty of an offence, and that every person who breaks any contract with ihe Corporation in respect of the sale and delivery of milk shall be guilty of an offence. S. To prevent the sale of milk in the City from.which cream has been removed or which has otherwise been tampered with. 9. To provide for advances of money for dairy purposes to dairy farmers supplying in the City. 10. To provide for the sale under licenso of milk in the City by dairy fanners producing milk in tlie Cily or within 1 j miles of tho City. 11. To provide that the Council may subsidise visiting nurses and supply milk to the poor. 12. To provide that all moneys shall bo paid into n "Separate account'at tho banV, nnd that, all accounts shall be kept in accordance with the provisions of the Municipal Corporations Act, 1908, relating -to separate accounts, 13. To provide u penalty of .210 for certain breaches of the Act. 14. To provide that inspectors appointed with the approval of the Minister of Public Health shall in respect of tho milk supply of the City havo tho . powers of an officer under the Sale of Food and Drugs Act, 1908. 15. To authorise the Council to inako bylawa:— (a) Securing the sanitary constructions and cleanliness of dairies and milk shops, and of milk vessels used in dairies and milk shops within tho City. (b) Prescribing precautions to be taken, for protecting milk against deterioration, infection, or contamination, and regulating or prohibiting the sale of milk in cases where the public health would be likely to be endangered by such sale. (c) Regulating the issue of licenses under the provisions of this Act and tho fees payable thereunder:— (d) Prohibiting the sale of milk except tor coupons issued by tho Corporation. 1 (o) Providing for the issue and control of such coupons. IG. To provide that the provisions of the Municipal Corporations Act, 190S, relating to the making of by-laws shall form part of this Aor. 17. To provide that so long as the Act is in force it shall not be lawful for any person other than the Corporatton to. erect, adapt, or equip any building within thirty miles of the City as a new factory, or establish ior the production of butter, cheese, condensed milk, dried milk, or other products of milk, 18. Jo provide that the powers given by this Act shall be in addition to all other powers vested in the Corporation. 1 19.
