"Figaro" of May 15 contains a curious nuotatiou from a German newspaper. In it a German clergyman named Baumga'rten nuts forward ins own view as to the proper' courso to he adopted by tho German people. Cynicism and dishonour could hardly further go (says tho "Daily Telegraph"), and its interest is tile greater becauso of the 6trong resemblanco which it bears to the advice once given bv William II to tho Emperor of Russia : "For every reason it is better that Uir Government in power, however discredited. however feeble, should sign tho Treaty of Peaco without in any way whatever calling upon tho people" of.Germany to give their opinion. Once peaco has been made tho Government will, of course, be turned out of office, and the Germans, not having been called vupon' .to give their advice, will be able with' perfect honestv to put forward the pltia. itMi it is in no way'bound'by the .oathjtif its Government."
