With the return of President Wilson, the fight in the Senate over the adoption of tho Treaty with the League of Nations Covenant has come to a head. The issue seems to bo divided on strictly party lilies. The Republicans claim that they have a majority sufficient to defeat the adoption of the Treaty, which requires si two-thirds vote. The Democrats claim that tho Republicans will not dare to defeat the League, which has the suyport of the peopie. The Republicans are" con-> centruting all their efforts to secure certain reservations in the Covenant, especially a clause dealing with the Monroe doctrine and Articlo 10. A small faction of prominent Republican Senators has entered a protest against the Shantung settlement. Senator Johnson (Republican; has introduced a resolution requesting the State Department to supply the Foreign Relations Committee with a stenographic report of all the secret proceedings at the Peace Conference—Aus.-N.Z. Gable Assn.

Article 10 of tho Covenant reads as follows:—"The high contracting parties undertake to respect and preserve as against external aggression the territorial integrity a.nd existing political independence of alf States members of the League. In case of any such aggression or in caso of any threat or danger of such aggression tho Executive Council shall advise upon tho means by which this, obligation shall he fulfilled."

The amendments to the original Covenant which were issued in April include the. following reference to the Monroo doctrine:—"The Covenant docs not affect tho validity of international engagements such as treaties of arbitration or regional understandings like the Monroe doctrine, for securing tho maintenance of peace.
