APPOINTMENT OF PRINCIPAL. The proposal for the appointment of a principal to the college was discussed by Hie "Victoria College Council last i.Hit. ' The matter had been raised at the preceding meeting in a * wi }°\°! Sir Robert Stout, consideration of which motion was deferred. I The secretary reported that the Professorial Board had considered the matter and bad passed a resolution. asking that for 'the salary of the principal should elrurlv defined Wore the council committal itself lo the proposal, and sugK estiii" that funds necessary for the increase of the salaries of the college staff (already apuroved by the council) and for the salary of the principal should have been provided. Sir Robert Stout said that ho had not asked that the council should, appoint a principal for the reason that, in 1119 opinion, the council had not power to make the appointment until the law was amended. Uo asked the council merely lo affirm the principle. He pointed to the fact that Scottish and Welsh universities, as well as universities in the United States and Canada, all had principals, who acted as chief executive officers for I heir colleges. Mr. N. M'Callmn strongly supported, the motion, saying that the college aft constituted at present was "a jellyfish body" without a head, and in conseijucnce the college h:id never had tho public supjxirt it should liavo had. Oth-T speakers said that, they preferred to affirm the principle advocated by Sir Robert Stout, and to set up <i comiuitteo lo report upon (he whole subject, rather t'naii to adopt the motion as drafted. Sir Robert Stout said it wni first necessary lo determine policy before defining dutips, salary, etc. The motion was carried ih this form: "That in the opinion of this council it is desirable that a principal be appointed to tho college." A committee consisting of Messrs. C. Watson. P. H. Bakewoll, Smith, "J. Forsyth. Professor Sonunerville, and Sir Robert Stout, was appointed to consult with the Professorial Hoard regarding the duties ami- salary of the proposed principal and lo report, to the council.
