CONFERENCE OF LEAGUES. By TelcKraDh—Pros* Association. Timaru, July 16. A conference of delegates of South Island development leagues was held hero to-day. Messrs. J. Craigie, J. Anstey, W. Nosworthy, E. P. Lee, and H. Holland, M.P.'s, were present, also eight local. league members, three from Oamaru and three from Du.nedin. The morning cession was occupied with addresses bv the president (Mr. J. Craigie) and"the Hon. G. W. Russell.

The latter contrasted the progress of the North as against the South Island in relation to the capital value and the number of holdings. The explanation was dairying, which implied small holdings and a closer population. He recom.mended the encouragement of this industry, and he also favoured the reviving of the former 10-acre village settlement system, supnlying tho rural labour when needed, and giving tho men a start on the land. Whatever Government was in power must develop hydro-electric power, tab- the resnonsibility of the coal industry, spend more on education, and p-.iv increasing attention to healthy The conference has numerous remits to consider, and is still sitting.
