PERMITS TO LOOT
KAISER'S "SALVAGE" PARTIES. A man named Giesen, belonging to tho 116 th Kaiser William Infantry Regiment of the German Army, has been arrested b,y the Belgians at Oalcar, in Germany (says tliu Brussels correspondent of the "Daily Express"). Giesen, who was himself guilty of looting at St. Quentin. i.ccording to his own declarations; on tho sack r.f the town, said that it had been systematiealy divided into sectors, each of which a regiment was detailed to "work,"
Giesen was one of a fatigue party commanded by .a Lieutenant Zimmerman, and he has banded over the following document .to his captors:— "The N. 0.0. Git-sen is nuthorised to articles frcm that Dart of the town (St. Quentin) situated between the Tine de Bateaux and tlie Rue de Canibrj.i. (Signed) Zimmerman, Lieutenant of the Reserve of the 110 th, Commandant Salvage Party." Giesen said thnt lie merely did tho same as everybody rise. An enormous quantity of "loot was found at his house.
