DISSATISFIED MINISTER BESIGNS. London, July 8. Sir Arthur Steel-Maitland fias resigned the position of Controller of the Department of Overseas ' Trade. He protests that the Department is constantly subjected to delays, and doubts whether the Government is in earnest regarding the re-establishment of international trade.— Cable Assn. ■ (Rev.
