LORD FISHER'S VIEW OF THE MAT'iliU. (Rec. July 1, sj.s p.m.) London, June 2tj. Lord Fisher writes to "The Times 1 ': "That classic German remark, addressed to a British officer, 'You will always bo iools, but we will never be gentlemen,' is applicable to the Scapa Flow incident." Admiral Fisher adds: "On the whole., I prefer to to a fool, even as a matter of business. Suppose wo maKe the Germans, who have heaps of coal, supply the Allies next winter or perhaps for a longer time?"—"Tho Times."
