AN INDUSTRIAL ALLIANCE
THE NEW LABOUR ORGANISATION,
The conference of the New Zealand Federation of Labour decided yesterday to adopt the <;onstitution of the National industrial Alliance of Labour, as approved by a conference of delegates of labour organisations some months ago. The organisations' originally connected with the alliance were the United Federation of Labour, ■ the Waterside Workers' Federation, the Associated Society of Railway Servants, the Engino Drivers' Federation, the Agricultural and Pastoral Workers' Union, tho Minors' Federation, and the Bootmakers' FedcraTlie constitution of the Industrial Alliance of Labour is as follows:— Basis of Organisation. > The alliance shall ue composed of:— (a) National unions and national federations of unions organised into industrial departments; (b) national associations of unions'. Organisations which, are already organised into industrial departments form the basis of this alliance as follow: (a) transport industrial department; ; (b) milling industrial department; (c) agricultural and pastoral department; (d) national associations or federations of _ workers, not at present organised into industrial departments, shall be admitted into the alliance temporarily until such times as industrial departments are formed in their respective industries. Methods. ' (a) Matters submitted to this alliance, and upon which'action may be taken, shall be those of a national character, or, vitally affecting a principle which,, in the opinion of the executive making the request, necessitates combined action. (b) The co-operation of the joint organisation shall not be called upon, nor expected unless and until the matter in dispute has been considered by mid received the endorsement of the national executive ,of the-organisation primarily concerned,'■ and each organisation instituting a movement which is likely to involve the other affiliated organisations shall, before any definite stops are taken, submit the whole matter to tho joint body for consideration. (c) For the purpose of increasing the efficiency of the movement for combined action periodical meetings of representatives of affiliated organisations shall be held from' time to tims when deemed necessary. ' , (d) There shall be appointed a consultative committee of nine, including chairmaii and secretary, chosen from the executives of affiliated bodies, whose duty it shall be to meet from time to time to perform and axrange such work as is necessary for perfecting tho organisation and generally to deal with all matters submitted to the committee for consideration, and at any time to call a special conference of the representatives of affiliated • bodies if in their opinion .such a conference be.necessary.
(e) With a view to meeting all management expenses each affiliated body shall contribute such sum as may be dccided on from time to time, (f) Simultaneously with these arrangements for united action between the affiliated bodies every effort shall proceed amongst them to create effective and complete control of their respective bodies..
(gj Subject to clause (b) hereof, complete autonomy shall be reserved to any one of the bodies affiliated to take action on their own behalf.
(h) Joint action can only be taken when tho question at issue has been before the members of the affiliations, and decided upon by such methods as the constitution of each affiliated body provides. A conference shall then bo called without delay fo consider and decide the question of taking action. (i) No" obligation shall devolve uyon any of the affiliated to take joint action unless and until the foregoing conditions hnvp been complied with.
The adoption of a universal ticket and a uniform fee for all unionists to be made a part of the propaganda of this alliance.
First of all, wo need a ministry, well chosen and well educated. More than two thousand candidates for the .min'stry have offered themselves from Navy, Army, and . Air Force, and are ready to commence their training, if accepted, as soon as they are released. _ The training of such men must be of adequate length, and must reach a high educational standard.—Archbishop of Canterbury.

Tho death is announced of Mr. John Edward Patterson, sailor, journalist, poet, and noveliut. Running away to sea when a boy of 13, he spent 17 years in deep-sea fishing and in the 'merchant service. Later lie joined tho staff of the "Westminster Gazofcte," subsequently editing other periodicals. His writings included several volumes of sea ballads, a sories of novels—among them "Fishers of tlio Sea," "Walchcrs by tho Shore," "Love Like the Sea," "Hillary .Marrtjn," and "Bond Slaves"—and autobiographical works entitled • "Vagabondage" and "Epistles of the Sea."
