MANAWATU

Tho'erosion of the Jtanawatn River at the upper eliu of tile borough of Palrnerston North has been a matter for serious concern in the past. Several attempts have been made to cope with the orosion lvliere it is most dangerous, but were largely ineffective. " A comprehensive scheme has now been submitted to the ICairanga River Board bv the Publie Works Department. 'liio report uoints out that there are only two places which nre dangerous. These are the Filzroy bend,.near Terrace End, and the more threatening bend near Mr. Anderson's residence, about two miles up stream. The proper courso is to protect the lowor portion of the bank (known as tho "toe") with angular rock of sufficient weight, to resist being washed away in flood time. It would not bo necessary to bring tho stonework higher than about six feet above ordinary' water level, and above that the soil should bo battered off to a slope land thinly planted with willows. Tho danger of erosion ' while the willows were growing would be obviated by covering the slope with f.icines. ' The danger was very apparent, as a complete diversion of tho river would not be boneficial to tlie land, further down, and first-class farming land would be turned into river bed. It was also desirable to level approximately parallel to the river 2ft. Gin. or 3ft. above highest flood levels. The cost of placing the 240 cubic yards of rock per. chain necessary would be ,£ISOO, and the level referred to would cost .£IOO. Probably 160 yards of cubic ipek lier chain necessary would suffice at Fitzroy. The work would be commenced at the top of the present -willow protection. and continued up-stream. This would cost .£3050 for twenty-five chains. The sloping off of the bank involving about 8000 yards would cost ,£2OO, and the planting of willows about .£l5O. The board decided to take tho necessary steps to raise a loan of .£7OOO for the purpose of carrying out the scheme submitted by the Department, and to request tlint either an engineer or an overseer of tlio Department be .appointed' to supervise the work. . With the consent of the executive ot the Associated Churches of Christ, Mr. •H. Grinstead has accepted oti engagement with the New Zealand Alliance as organiser. Jir. diers; also that the scheme, would assist considerably towards solving the lions-, ing problem confronting soldiers, and that the regulation affecting the-erection of town dwellings be made applicable to small rural sections of this description. The Department has not yet decided ■whether the block will be balloted for or parcelled out as applied for. It has also not yet been definitely deci(V:l whether the land will be available for selection for returned soldiers throughout the Dominion or reserved for returned inen from tho Palmerstoii district only.
