Tchitchevin (Bolshevik foreign Minister), .who alleged that he had textual evidence of German and Japanese negotiations for a considerable time before the Kaiser's downfall, in which combined action against Russia was 'planned, with, a view tp Japan securing a free liand in Siberia, on condition that Germany was permitted the fullest exploitation in Russia. M. Tcliitclierin asserted that the documents were obtained from the Foreign Office at Berlin. It is possible that the documents refer to tho pro-German party in Japan, which several times during the war threatened trouble.—Aus.-N.Z. Cable Assn.
