TERMS OF THE MANDATORY THE SUPPLY OF PHOSPHATES 3y ToleerapH—Prcea Association—Copyright (Rec. June 17, 10.10 p.m.) London, June 10. The Nauru Island mandate lias been circulated. It provides that the mandatory Governments shall bo Britain, Australia, and New Zealand, who shall undertake tlie education of the children on the island, safeguarding the liberties of the people, and governing benevolently. The responsibilities are clearly defined. Australia will appoint a commissioner for the first five years, after which Britain, Australia, and Now Zealand will appoint three joint equal commissioners. Bach country, during the first year, has <tho right to phosphates at cost price, equal to the highest amount imported in any single year. Thereafter the phosphates shall bo distributed among the three mandatory countries, as required, at cost price, the commissioners to dispose of tho remainder _at such price as they consider fair. The balance of the receipts, after deducting tiiu cost of administration, i 3 to be distributed between Britain, Australia, and New Zealand, according to the ratio. The present company's business shall be purchased at a valuation, each mandatory country pitying its share according to Uie amount of phosphates being taken.—United Service.
