4 , PLAN PROPOSED BY HON. G. W. EUSSELL. By Telegraph—Presß Association Auckland, June 10. A proposal for simplifying the recording of votes at polls involving more •than one issue was explained by tho Hon. G. W. Russell. He said he thought' the procedure could be made much less cumbersome and expensive with a universal roll. A'number of ballot papers, such as those for mayoral, council, harbour board, and hospital Iward elections, could be placed on ono sheet of paper, with perforations between the different sections. It would be necessary to hand only one naper instead of several to tho ■voter, and one ballot-box would suffice. At tho close of the poll the different sections of each paper could be separated, and tho counting could proceed in tho ordinary way. , , ~ ■ . Mr. Hussell advocated that (his plan should be applied not only to local body eleclions, but also to Parliamentary, elections and licensing polls ■ when they took place on the same day. 11ns method in his opinion, would make it unnecessary to employ a separate, staff for taking each poll. The saving in expense would be as great a consideration as the simplification of procedure.
