4 SEVEN POINTS OF DEMOCRATIC PROGRAMME. The Paris Socialist journal "La Democratic Nouvellc" recently published a manifesto inviting all Frenchmen to join together for the immediate constitution of a party of the "new democracy." The revision of the Constitution, which they place above all other objects.
