Surveys were necessary to ascertain whether lliese surveys could lie economically developed mill which was the more suitable. Tho Waitaki and Clutha scliwu'.-.i were well locMod for supplying the >outh ond of Uio Island, and could be economically developed, but development was likely to bo 100 - expensive ultimately.
