Gillio said:—For democracy the evergreen problem was: Could democracy create great enough personalities. and sufficient great personalities, to express' it, to comprehend it. to control and lend it? Unless sufficient of tho true and right quality wero found the nation would not have stability, nor would it bo able to achieve the tasks of the futuro. It was essential that democracy should havb leaders who could compel democracy to follow a lead.
