AGRICULTURE CLASSES :: THE CAPITATION QUESTION NEW,SCHEME SUGGESTED .• The, scheme of payment-for-classes in agriculture -was discussed at: the" conference of education, experts sitting .in Wellington to-consider questions pertaining to instruction in agriculture.. Mr. W. Martin (Canterbury)' moved: ■"That the conference proceed presently to, consider ,the question of capitation and the method'and rate of paymont of agricultural instruction." In the course' of ■ discussion one or two questions of' .importance wcro ' raised. . There was difference of opinion' -as to whether the instruction should be given •by special instructors or by the "regular, teachers. Therlattor view was supported' ;,yeiy strongly ' by Dr. Anderson, but he," hrith others,*'agreed that it might, 'be jjecessary, until the teachers weie able, to take up the. work, to use special irii ; estructors. .A- suggstion was that salaries': iin the secondary ..departments of district: : ;high schools might, bo increased in order, the".supplementation of salaries' by: tCftpitationMlowajices should not be ne'ees:6ary. There-was general agreement that ■'the-capitation-system of providing funds! Ifor science classes was in many waya, pernicious;-"aad ';that instead of paying :by,'< this'motlipdr the Department should 'give- a lumpi'sum to every education ; board to .be expended for the purpose as .required.'-;. ; c Dr» j.'Aiidorson said that tho capitation system jhvas imperfect, but it „was-the only possible system by, which. 'a scheme could have been introduced tho of which was not-certain. He 'agreed that the time had , come'for'tho substitution of another method.; :

\; Air. Stuckey .(Masterton)..then submitted ■W motion, that special- agricultural fin. 'structbrs: now employed by : boards be taken over by the Department. The argument for' the motion was that centralisation would make for more efficiency ;and for uniformity of policy. The motion was lost on the voices.
