Thirty-lhree Labour loaders, have signed a manifesto protesting against a I'caco Treaty drawn up secretly by Ministers of a few of the Groat Powers. Tho Treaty violated the Government's pledges, particularly Mr.' Lloyd George's pledges, to Labour on January 5. It is lurtiior urged that tho treaty does not recognise the change, following on the German revolution, which, has resulted lit tho establishment of a social democracy. The Troaty contains germs of new conflicts, creatos conditions of uniest and injustice, which must make tha league of Nations, if it survives, merely im instrument of Imperialism,—Aus.-N.Z. Cable Assn. . JAPAN AMERICA. NO SERIOUS MISUNDERSTANDINGS. New York, May 20 (delayed). The New York "Timos" correspondent at Washington interviewed Baron Goto, who, speaking as a private citizen, said: -"I do not believe there is a eeriou9 conEiot of interests between Japan and the United States. Whatovor misunderstandings exist can bo cloared away by the leading men in both countries. . I think tho Jnpaneso Government thinks that tho British-Japanesa Alliance should be continued for tho preservation of peace in tho Far East. The present conditions in Eastern Russia constitute a danger to. peace in the Ear East. The Leaguo of Nations Covonant may be'imporfeot, but I think if the nations sincerely observe the provisions tho peoples of the world will derive much good.
