Russell said the idea that the Government wished to "collar" those funds was absolutely preposterous. As the Minister responsible for tho administration of theso funds he had no .authority to go beyond tho lav, as interpreted by tho . Crown law officers. To say, as had been said, that he was seeking to hide behind tho opinion of the Solicitor-General was slm. ply preposterous and unworthy of serious comment. Throughout it had been, his determination not to set a precedent which could be urged to tho disadvantago of soldiers in days tfr come. "1 am bound by the law as it stands," added Mr. Russell, "and from that point during the few months I remain in office I don't intend to move." The time might come—and that very soon—when some of tho funds, whoso objeots had censed, might be brought under review by the Supremo Court with a view to determining what should be done with the money in hand.
