Sir,— Surely our City Council arc not Eoiii" to spend more money on the Kelliiirn Irnimvny extension when they al< ready have «'Rood tram service? Ono hears a Rreat deal of the congested elate of Welliiißtoii; then why not give lixo outside suburbs a chance? For instance, Happy Valley liny is a strugsling growing settlement. Why not.extend thn Irani to the corner from Island Hay? This would give the settlement a chance, which it already lucks. First, to supply the place.* without trams should lie the policy of the council, and not; favour one borough to the exclusion of the other?.
